Iran Rejects Talks over Nuclear Program

President Mahmoud Ahmadinejad, president of Iran rejected talks over Tehran's controversial nuclear program with major world powers. President Ahmadinejad said that any talks would focus only on "cooperation to manage the affairs of the world." President Ahmadinejad met with his Afghan and Pakistani counterparts at a press conference in Tehran. He said that "From our perspective, Iran's nuclear issue is over..." He contradicted himself in a statement he made last week regarding an agreement by Iran to enter into negotiations over the nuclear standoff after the presidential election is over. Today, Ahmadinejad said that negotiations for cooperation in the management of world affairs are based on stable peace and security. Admiral Mike Mullen said he believed Iran was within three years of achieving nuclear weapons. Iran has been accused by the West of using a civilian nuclear power program as a cover to pursue a nuclear weapons program.

A package of technological and economic incentives was offered to Iran to persuade Tehran to suspend its program for the enrichment of uranium. Last year the Islamic Republic reacted by offering its own package for resolving the nuclear issues, along with other global considerations.

Ahmadinejad commented that nuclear weapons issues are used "as a tool to threaten nations." He added that some groups seek power and wealth and their own interests in others' loss by meddling in the affairs of others and that the securities of some are obtained through the insecurities of others.

His comments came on the heels of a condemnation by US president Barack Obama of a nuclear test by North Korea, saying it was a "grave concern" and a threat to international peace and security.

Iran has conducted many undeclared nuclear activities at the TCNC. (Tehran Nuclear Research Center) Jabr-Ibn-Hayan which has been the site of numerous development and nuclear research activities.

When Iran irradiated targets of UO2 targets they failed to notify the IAEA. These targets were within the TRR. The Plutonium was separated using gloved boxes at TNRC laboratories. Polonium-210 were also produced in small amounts, also within the TRR. The process included the irradiation of targets of bismuth. Polonium was reportedly produced as a component for a study focusing on Neutron sources generated for consumption in generators using radioisotope thermoelectric technology. They claim it was not for nuclear weapons. During the time these undeclared plutonium experiments were conducted, traditional safeguards were in place for the TTR.

JHL contains nuclear waste disposal facilities, but is mainly a research site where the testing of uranium metal purification and casting is conducted, and research involving shielded glove boxes/hot cells; mass spectrometer and lasers is conducted.

Several kg of UF6 was missing from a container that was inspected on site in the JHL facility. Officials with Iran claimed initially that a leakage was the cause. When environmental testing was conducted at facilities other than JHL, Iran admitted that the material had been reallocated for centrifuge testing. This deliberate misleading of inspectors has lead to a mistrust of Iran and its position on the use nuclear energy and weapons.
